  (#1) Roy Mustang

  As the state alchemist Edward Elric spends the most time with, Roy Mustang is one of the better-known people in his position. Known as the Flame Alchemist, he's able to spark a flame using special gloves, and manipulate the oxygen in the surrounding area to create and control fire. His abilities generally don't work when it's raining, although he can sometimes manipulate the oxygen inside the raindrops for offensive attacks.

  He learned Flame Alchemy from Berthold Hawkeye in a roundabout way. He was Berthold's apprentice, but Berthold refused to teach him his creation, believing it to be too important to leave with anyone other than his daughter Riza. He tattooed the alchemical imagery on her back before he passed away. Eventually, Riza allows him to learn Flame Alchemy, altering it slightly to fit his needs. Riza insists that he use his ability to burn off parts of the tattoo, freeing her from the burden of its secrets. 

  After being forced to commit human transmutation, Roy gains the ability to perform alchemy without a transmutation circle, dramatically widening the possibilities of what sort of alchemy he can use.

  (#2) Edward Elric

  Protagonist Edward Elric has the least experience as a State Alchemist, but that doesn't mean he's weak or ineffective. After teaching himself alchemy and attempting human transmutation, he met with disaster: his arm and leg were taken, as was his brother Alphonse's entire body. His initial goal is to retrieve their bodies, which is part of what leads him to continue enhancing his abilities. He starts out by undergoing harsh training with Izumi Curtis, who taught him martial arts, hand to hand combat, and more about alchemy than he could have learned on his own. 

  He eventually brings his talents to Central. There, he specializes in combat alchemy, which he can perform without needing a transmutation circle. He can create weapons, create columns to help him move quickly or use as a bludgeon, create enormous hands made of earth to help him lift things, and more. He's also remarkably talented at observation - he learns quickly and incorporates more experienced alchemists' techniques into his own repertoire.

  At the end of the series, he loses his alchemy powers in the Gate Of Truth, in exchange for the return of his and Alphonse's bodies. But he still remembers everything he learned, and can pass it along to others.

  (#3) King Bradley

  Sitting at the top of the Amestrian Military hierarchy is King Bradley. Once a regular human, he's now a human fused with a Philosopher's Stone created from wrathful souls. These distilled into one furious personality and turned him into the homunculus, Wrath. He's using the Amestrian military to further his destructive goals, a problem that most of the other members on this list will spend the series grappling with. Like all of the homunculi, he's incredibly powerful, with super-human strength, agility, reflexes, and momentum. His most noteworthy ability is his Ultimate Eye, which boosts his senses and allows him to predict the future.

  (#4) Alex Louis Armstrong

  With muscles like that, it'd be easy for Alex Louis Armstrong to get by on his physical strength and hand-to-hand combat alone - but he's also a talented alchemist. He combines the two to create Combat Alchemy, a technique that's been passed on through multiple generations of the Armstrong family. Using a pair of gauntlets to help him, he transmutes matter by punching it. This allows him to create things like enormous spikes that are stupendously strong and sharp. Seriously, these things could rip straight through Sloth's body when rockets, tanks, and guns were having no impact whatsoever. The man is proud of his power, and for good reason.

  (#5) Riza Hawkeye

  Riza Hawkeye's primary job is to serve as an administrative assistant and bodyguard for Roy Mustang. Without her organization skills, the Flame Alchemist wouldn't be able to get much done. She keeps him safe from harm with her superior marksmanship. She's mastered multiple types of guns, including bolt-action rifles, sniper rifles, pistols, and more. She can even handle two guns at once. She rarely misses her mark, and takes excellent care of her weaponry. But Riza isn't helpless if she's without her guns - she's also skilled at other forms of physical combat.

  (#6) Olivier Mira Armstrong

  • Fullmetal Alchemist: Brotherhood

  Olivier Mira Armstrong is the notorious leader of Fort Briggs. She may not be an alchemist, but she more than makes up for that with her command of a wide range of weaponry, including grenade launchers, pistols, and her family's heirloom sword. Using agility, speed and precision, she's able to defeat most opponents easily, including her brother Alex who technically beats her at physical strength. In addition to her impressive skill set, she's also a strong leader who does an excellent job managing the soldiers at Fort Briggs through what appears to be fear, but is actually deep respect.

  (#7) Maes Hughes

  Maes Hughes is best known for his tragic demise and his adorably braggadocios love for his wife and daughter. He skillfully performs his role in the Amestrian military, which involves running the Investigations Division, a position he receives once he's promoted to Lieutenant Colonel. As a result, most of his military work is focused on detective skills, strategic thinking, and deductive and inductive reasoning. But that doesn't mean that Maes can't fight: he's shown himself to be handy with a push knife on more than one occasion.

  (#8) Zolf J. Kimblee

  • Fullmetal Alchemist: Brotherhood

  After the Ishvalan war, Zolf J. Kimblee lost his status as a State Alchemist because he used his explosion-based alchemy on multiple people who he wasn't supposed to harm. But after spending some time in prison, Zolf ended up working directly under Führer King Bradley as a special agent. He's a totally amoral person who delights in discovering who is the stronger person in a conflict, and doesn't care about who is harmed in the process. 

  So, what are these explosive powers he's using? With the transmutation circles tattooed onto his palms, he can touch the celestial rules representing the contrasting symbols sun and moon, gold and silver, water and fire together to create an unstable hexagram that results in an explosion that he can control. In the manga, he's also able to alter matter without exploding it if he avoids the celestial runes.

  (#9) Tim Marcoh

  • Fullmetal Alchemist: Brotherhood

  Tim Marcoh was the top researcher in charge of the government's Philosopher's Stone creation project. To aid this process, he took thousands of Ishvalan lives during the war. Wracked with guilt and unwilling to continue participating in something he saw as monstrous, he escaped the lab and went to live in the countryside. He stole a few imperfect samples of the engineered Philosopher's Stone, and used it to heal people in his new life as a doctor. Unfortunately, he's also kidnaped by the homunculi and forced to do their bidding. When Scar gets ahold of him for the same reason, Envy attempts to retrieve him, but Marcoh fights back, successfully damaging the homunculi's core. Ultimately, he's the person who restores Roy Mustang's eyesight at the end of the series. 

  Because of his severe trauma and his advanced age, he's not seen in combat often. But his healing prowess combined with his intelligence makes him a powerful ally.

  (#10) Miles

  Miles is one of Olivier Armstrong's most trusted subordinates. While his primary role is as her administrative assistant, he's also right by her side during battle - basically, he's Fort Briggs' answer to Riza Hawkeye. His sense of justice dictates most of his actions, which in his case means that he won't hesitate to take his enemies' lives. The one exception to this is Scar. That's because Miles is 1/4 Ishvalan, and he feels a sense of connection to his people, even as he continues to work for the military that decimated them. But while he is ruthless, he isn't cruel - he's disgusted by the sadistic glee Kimblee displays when taking lives. At the end of the series, Miles helps Scar to work towards restoring their ancestral land.

  (#11) Basque Grand

  By smashing a pair of ornate gauntlets that have alchemy symbols engraved in them together, Basque Grand the Iron Blood Alchemist is able to transform any object into the shape he chooses. He once transforms an Ishavalan building into a gigantic pile of weapons, including Gatling guns, cannons, and chained flails. Obviously, his abilities are incredibly useful for combat - but he is ultimately defeated by Scar.

  In the manga, Scar was able to take him down because he caught him coming out of a long night at a pub. In the anime, no alcohol was involved - Basque simply underestimated Scar's combat skills and assumed he could restrain him with alchemy.

  (#12) Buccaneer

  • Fullmetal Alchemist: Brotherhood

  Buccaneer was one of Olivier Armstrong's most powerful subordinates. While he lacks the ability to perform alchemy, he's still ridiculously strong without it. He once managed to toss Sloth over his shoulder despite Sloth being a giant. He can also blast through concrete with his fist, and once tightened his abdominal muscles to the point where Wrath couldn't pull a sword out of his gut. Besides his strength, he also boasts superior endurance - that sword thing doesn't happen if you can't handle serious pain! Sadly, he does ultimately succumb to that wound and passes away.

  (#13) Isaac McDougal

  Isaac McDougal is actually a former state alchemist, not a current one. That's because he defected from the organization with the intention of exposing its more nefarious secrets. He's introduced before viewers - and the protagonist - actually know what some of those secrets are, so at first he doesn't really come across as justified. But once the travesty of the Ishvalan war is revealed, it becomes clear that the guy had a good reason for acting out, even if his methods veered into excess chaos and violence. 

  What were those methods? He decides to destroy Central using his liquid-based alchemy. He can freeze anything with water or water essence in it, and control the resulting ice. If there's no water anywhere, not even in the air, he can freeze his own blood and use it as a weapon. By touching his opponent, he can freeze their blood, too. While he tends to favor cold over heat, he's also capable of boiling water using the same methods - meaning, he could easily boil a person's blood in their veins. His most powerful technique involves drawing transmutation circles that endlessly generate un-meltable, unbreakable ice that can only be destroyed if the transmutation circles are - a tough task considering they're often hidden by the ice. 

  His final opponent was Führer King Bradley. With so much power, it's clear why it took someone that strong to do the job.

  (#14) Giolio Comanche

  Known as the Silver Alchemist, Giolio Comanche might look like a small, frail old man, but he's actually pretty terrifying. He has alchemy circles tattooed on his hands, allowing him to perform transmutations without drawing new circles each time. What's more, he has tiny circles on his fingers, which means that the doesn't even have to touch both hands together to get it done.

  In addition to being skilled, he's also passionate about his work. During the Ishvalan war, he was forcefully removed from the battlefield thanks to a leg injury, and he spent the whole thing screaming in protest and pain. Despite losing his leg, he continued his work as a State Alchemist. Despite his willingness to participate in war, he believes that alchemy should be used to create life, not cause harm - that's what he tells Scar during his showdown with him, and it's a message Scar carries with him throughout the series.

  (#15) Shou Tucker

  Shou Tucker is one of the most despised anime characters of all time. Why? Because he created two "chimeras" by fusing his wife and daughter with a pet dog each. His first one was what initially earned him his State Alchemist license, and the second was an attempt to keep it after achieving no significant breakthroughs in his field of bio-alchemy. 

  Basically, Tucker has the skills to successfully fuse human and dog to create a living creature. But the resulting creatures are utterly miserable, and their creation did not involve ethics or compassion. What's more, he can't actually achieve the types of breakthroughs that are expected in his position. At the end of the series, he probably would have been in prison had he not been destroyed by Scar.
