As a God of Destruction, Beerus is so strong that even Goku couldn't touch him during their first encounter. Though he looks and acts like a lazy cat, he's capable of destroying whole universes with hardly a thought. He doesn't stay in the villain category the whole time, but he's definitely one of the strongest characters to ever fill that role.

Whether or not Jiren is actually a villain or just an antagonist is an open question, but one thing is for certain: he's outlandishly powerful. Whether he's using his signature move Power Impact for offense or mustering the defensive skills to stand up against both Frieza and Goku, he is one formiddable foe.

Meruem is the Chimera Ant King, which makes him the strongest Chimera Ant by far. Immediately upon his birth, he destroyed countless other Chimera Ants for the heck of it. His most noteworthy ability, Aura Synthesis, allows him to take other people's Nen abilities by consuming their bodies.

Originally a mere dwarf in a flask, Father quickly amassed a truly absurd amount of power. After sacrificing the people of Xerxes, he gains the power to perform alchemy while bypassing the law of equivalent exchange. This allows him to do basically anything, and create everything from homunculus to a miniature sun.

Aizen might be the best-known Bleach bad guy, but Yhwach is no slouch either. Only appearing in the manga, this guy is a powerful Quincy with an impressive lineage - he's literally the son of the Soul King. He can predict and alter the future to his desire, absorb energy from the atmosphere and turn it into weapons, take other peoples' powers as his own, bestow pieces of his soul onto others... the list is truly staggering.

All For One is one of the major Big Bads in My Hero Academia. While he's been imprisoned for a while, he's still working behind the scenes to manipulate Shigaraki into doing his bidding. His ability, which bears his name, allows him to permanently steal powers from other people.

(#9) Kaguya Ōtsutsuki
- Naruto
Kaguya Ōtsutsuki is Naruto's ultimate Big Bad. While she doesn't tend to get as much credit as Madara does for her strength, she has it in spades. She's an alien who ate the Chakra Fruit, gained godly powers, and was instrumental in humanity gaining access to chakra. She can survive in the vacuum of space, hop from dimension to dimension, has mastery over all forms of doujutsu and chakra-based attacks, can manipulate reality to her will - and that's just for starters.
Her one major weakness is that she doesn't expect anybody to even approach being as strong as she is, so she sometimes fails to pay attention to strategy or technique.

Zeref once claimed that Acnologia had enough power to take over the world with - and he's probably right. He's one of the first-ever users of Dragon Slayer Magic, which he uses to literally reap the souls of Dragons. He also has healing abilities, flight, super-strength, and more magic than should be able to fit in his body.

As an Archer-class Servant of Tokiomi Tohsaka in the Fourth Holy Grail War, Gilgamesh is one of the most powerful characters in the Fate universe. He has access to an arsenal of basically every weapon known to man, the most powerful of which is Ea, a sword so powerful it literally created Earth by slicing it away from heaven, and is capable of destroying the entire planet.

After getting trapped in a video game, Momonga becomes a giant skeleton master of an evil guild who has so many powers that he undoubtedly qualifies as OP. He has his own pocket dimension, he can use Super Tier Magic, he can function as a Level 100 warrior, and he once used a spell that annihilated 70,000 soldiers in one shot. That's a very, very condensed version of a long list of powers - this bag of bones is not to be trifled with.

(#13) The Demon King - 'The Seven Deadly Sins'
As the creator of the Ten Commandments and the one who gave them their power to begin with, you can imagine that The Demon King is a great deal more powerful than any of them. His signature ability, The Ruler, lets him transform any attacks directed at him into healing - including Meliodas' Full Counter. He's stupidly strong, seemingly immortal, and capable of doing everything from swordfighting to crushing people with darkness and placing them under curses.

When you're capable of mowing down 100,000 soldiers - including ten teigu users - by yourself, you know you deserve a spot on this list. Esdeath, the leader of the Jaegers, is an absolute beast when it comes to combat. When she introduces her own teigu, which allows her to manipulate ice and even create ice soldiers that she can control, she gets even more terrifying.

- One Piece
Just like Luffy, Blackbeard wants to be the Pirate King, but he's willing to do a heck of a lot more damage to innocent people than Luffy is to accomplish that. This guy possesses a metric ton of brute strength, but he's also the only person to have two Devil Fruit powers: the Quake-Quake Fruit, which allows him to cause earthquakes, and the Dark-Dark Fruit, which gives him control over darkness.

As the main villain in the JoJo franchise, it stands to reason that Dio Brando would also be among the most powerful. His Stand, The World, allows him to stop time for everyone except himself, giving him the opportunity to destroy opponents before they even realize what happened.

Sometimes, what makes a villain truly powerful isn't fancy powers - it's muscles. Yujiro Hanma is the strongest fighter in his world, and his son Baki longs to defeat him but starts off miles away from that goal. He's a freelance mercenary who does the dirty work of various governments. Because he's a master of all forms of unarmed combat, his fighting style is both versatile and dangerous - and it gets even more formiddable when he flexes his "demon back" muscles.

Naraku is the most prominent villain in the world of Inuyasha, and he causes nearly every problem faced by the protagonists. He can command wasps that he summoned from hell, create poisonous miasmas, restructure and heal his own body, absorb other demons into his body and use their powers, graft himself to his servants or lay dormant in their bodies, and more. He's so strong that he can't actually be defeated through combat - he has to be literally wished out of existence.

The Survey Corps were nearly completely destroyed in their efforts to deal with the Beast Titan. That was mainly because of his ability to hurl gigantic boulders with ease and precision, his ability to harden his body defensively. But he has even more terrifying powers - he can transform the subjects of Ymir into Titans, and he can control those Titans' behavior to a degree.

In another series, this might just make him very ill, but in Parasyte it gives him the strength of five different super-powered monsters all rolled into one. He can also dramatically alter his body, turning it into a variety of bladed weapons or hardening it for defensive purposes.

In a physical contest, Accelerator might lose - but he's also highly unlikely to ever be in such a contest to begin with thanks to his vector-based abilities. Through his passive ability Redirection, he reverses the vectors of anything that comes towards him, making him nearly impossible to hit. His more active ability, Vector Manipulation, lets him do everything from create earthquakes to rewiring someones' nervous system or controlling their blood.
