Still, some of the most lawless residents do not even vocalize opinions on the matter, and it's likely that they wouldn't change their habits regardless.

In the 1960s, a group of people driving RVs assembled a free city, Slab City, from a military ruin in the Colorado desert, where there was no taxation, no mayor, no urban construction and sanitation, or even no water and power supply.
